Install an Hebrew (RTL) language pack, and switch to Hebrew

Login as Admin.

Navigate to My Moodle setting page from Admin's setting menu.
(Home / ► Site administration / ► Appearance / ► Default My Moodle page)

Reload the page and verify the issue is solved.
