Create folder button in file manager does not announce modal opened

      1. Login as a student.
      2. Navigate to a course.
      3. Click the assignment.
      4. Click add submissions.
      5. Inspect the create folder button in the file manager.
      6. Check that the aria attributes (aria-live aria-atomic and aria-labelledby) are all present.
      7. Repeat the test with a screen reader and ensure the dialog is announced when the button is clicked.

      Context changes - Clicking the create folder link in the file picker does not announce to screen readers that a modal has been opened.
      Guidance - Modal window is not being announced at all to screen reader users.
