There are multiple ways to avoid mod editing icon cluttering on course poage:

1. Show them on mouse hover (Can be seen in angle fire theme)
2. Mouse gesture/stroke (It's tough to get optimized solution for this and a learning curve for user.)
   1. On right mouse stroke show editing icons
   2. Left mouse stroke hide them
   3. If done on section, then show all editing icons for all modules in that section
3. Menu Combine all editing icons to menu, so user can view editing icons if needed.
   1. It can be a context menu, but for now planning to show menu on click of icon.
