Redesign the navigation and setting blocks HTML structure

      The navigation and settings block HTML is horribly bloated, mostly because of their size and the HTML's verbose design.
      There have also been several issues created to improve the usability and accessibility of the blocks many of which could not be resolved without a complete redesign.
      This issue is about redesigning the blocks HTML to both make it smaller and fix these issues.

      It will not be backwards compatible with any styles existing in themes.
