Unable to use any other workshop grading evaluation method but the workshopeval_best

      1. Prepare an instance of a workshop with at least two students
      2. Let at least one student to submit their work
      3. Make some assessments on behalf of of at least one student
      4. TEST: After switching the workshop into the Grading evaluation phase, make sure that 4.1) the grading evaluation method chooser is displayed - will hold the only item at the moment and 4.2) the grading evaluation settings form is displayed and works as expected.

      Description

      In Moodle 2.0dev times, I did not have much time to finish the full support for alternative grading evaluation subplugins. So the only one shipped with Moodle 2.0 - workshopeval_best - has been hardcoded at several places. Now it's time to unlock this so that alternative evaluators may be actually written and used.
