News Forum does not immediately get created on the course when the course is created.

    Description

      News Forum does not immediately get created on the course when the course is created. You must post in the Latest News block and the forum appears.

      Please Note: I am unsure if this is new functionality or a bug

      Steps

      Create Course - No News Forum
      Go to Latest News Block
      Post a News Item
      News forum link appears on course Topic 0

      Hiding the Latest News block is preventing News Forums from appearing at all on new courses or those that have unused news forums.
