For teacher - course overview block inconsistently lists "Submissions not graded" link for assignments

      1. Create a new assignment in a course with students.
      2. As a student, access the assignment and submit a submission.
      3. As a teacher, access the dashboard with the course overview block. Click the "You have assignments that need attention" text for the course in question. The assignment above should indicate one submission not graded.
      4. Access the main assignment interface in the course. The grading summary should indicate one assignment needs grading.
      5. Click "Grade" to access the grading interface. Click through the users without actually grading any. Make sure you go through the user that submitted.
      6. Go back to the main assignment interface. It should still show one assignment needs grading.
      7. Go back to the dashboard and click on the "You have assignments that need attention" text for the course in question. It should still show that one assignment needs grading. (This is where the error is. If you followed these steps with the bug present, the course overview will show that no assignments need grading.)

      For a teacher using the course overview block, some assignments that have submissions from students do not display the "Submissions not graded" link while other assignments in the same course do list the link.

      1. Teacher created a course with multiple assignments.
      2. Some students have completed and submitted various assignments.
      3. Teacher goes to his "My home" page
      4. Some assignments correctly display the "Submissions not graded: CN" link where CN= the correct number of assignments submitted by students.
      — Some assignments correctly display the "Submissions not graded: XN where XN= the incorrect number of assignments submitted by students.
      — Some assignments do not display the Submissions not graded: link at all despite the fact that students have submitted assignments
