header.html and footer.html $variable inconsistency

      Description

      The $variables that you can substitute into the header.html and footer.html in a theme are inconsistant. The $loggedinas that is available in the footer is sometimes preferable to the $menu in the header as it only shows one kind of info but you can't use one in place of the other.

      The $menu in the footer also does different things from the $menu in the header. It would be nice if they were harmonised so that you could use all the available option in either the header or the footer and as new options get added they would be added to both for greater flexibility.
