New cache definition options not being picked up on version bump?

      Description

      Related to MDL-34342 where we were finding poor performance and you told me to rescan the cache definitions, Andrew found the same thing even though I did a version bump.

      So, I strongly suspect a version bump isn't causing moodle to reload cache definition options (which surely means there is no way to programatically get changes picked up).
