Sort out zindex/dialgoues to avoid tinymce modifications

    Description

      In MDL-35771, we modified tinymce to edit the zindex to fix a bug.

      We really need to avoid modifiying third party libraries, so this issue is to fix our stuff to avoid needing to do this.
