Icon problems with IE9

      1/ test SVG icons appear ok in supported browsers (>IE8 + other decent browsers)

      2/ get some svg icons, from moodle or elsewhere, put them in a folder.

      3/ try running the theme/base/cli/svgtool.php against that folder. Verify that the "ie9fix" option adds the preserveAspectRatio="xMinYMid meet" to the svgs and that the "noaspectratio" deletes it.

      4/ try editing the svg with some editor (Illustrator, Inkscape...) verify the 3/ generated svgs don't cause any problem.

      icons not working for me on qa.moodle.net
      http://qa.moodle.net/course/view.php?id=2 in IE9, I see X marker for everything except a sort of blurry thing for the 'documentation' ones...

      This issue is to investigate this.
