Consistency across icons when themes override some, but not all, standard icons

    Description

      Some themes override only some of the standard theme icons. Moodle falls back to the standard theme, so there is a mix of icons formats that can be weird (attaching screenshot).

      Feel free to close the issue if you think no further work has to be done.
