Glossary filter enabled prevents some YUI/JS from working

We have a 2.3.2+ site with many glossaries and the glossary filter enabled. Text caching is set to 5 minutes (but I tested 30 as well).
When the glossary filter is enabled, the navigation will not work - the links won't open. If editing is turned on they will. Additionally, the filter management screen will not allow changes as selections won't submit.
We have captured the error, "Error: TypeError: M.filter_glossary is undefined" which seems like something is preventing some of the JS libraries from loading.
But, if the filter is disabled, all works as expected.
At this point, we are unable to come up with any other data to duplicate the issue.
