2/ try tinymce editor, concentrate on zIndex testing again (file picker, fullscreen, etc.) - make sure the file picker and other dialogs are on top of editor

Filepicker does not load, error:

Uncaught SyntaxError: Unexpected token } tiny_mce.js:1
Uncaught ReferenceError: tinymce is not defined

Discovered while testing

MDL-36475 zindex problem with full screen tinymce and drag and drop pane

is a regression caused by

MDL-35771 Filepicker panels can not be dragged
