misleading "Allow self enrolments" option and related help

      This enrol->status field disables already enrolled users, it is not related to new enrolments directly. This needs to be fixed.

      There were multiple reports of suddenly disabled enrolments of self-enrolled students. The common problem is that users confuse disabling of enrolment instance with disabling of new self enrolments, I suppose it is caused by misleading form label. This change introduces new setting that control ability to self enrol.
