report/log/index.php is pretty broken for mnet logs

    Description

      Whilst debugging MDL-36640 I've been trying to test the mnet log report but it's somewhat broken.

      • Set up a new moodle MNet peer
      • From the Networking -> Peers -> [Peer Name] page select the 'Logs' tab
      • See it go bang

      It looks like it doesn't behave well when the mnet_log table is empty (which it is initially).

      Edited: in 2.7 the error message does not appear but logs are displayed incorrectly. See comments below.
