      1/ backup course with paypal enrolments
      2/ restore on the same site as new course - new paypal method should be created
      3/ restore on the same site into existing course with the same paypal settings - users should merged into one method

      Implement new enrolment restore support introduced in 2.4, it is expected to replicate the paypal enrolments, but only if paypal enrolments are enabled.

      In 2.4 paypal enrolments can be restored as manual enrolments only.
