restore always removes course idnumber

      1. Create a new course with a unique Course ID Number
      2. Under 'Course Administration' backup the course. (default settings)
      3. Under 'Course Administration' restore the course. (as a new course)

      Course should restore but indicate in the logs that the idnumber was unset because it already exists. - idnumber will be empty.

      1. Repeat above but with an empty Course ID Number

      Course should restore fine - idnumber will be empty

      1. Delete original course with ID Number and restore from backup.

      Course will restore with no errors. - idnumber will be restored.

      1. Restore course to different site

      Course will restore with no errors - idnumber will be empty.

      Description

      This looks weird especially when restoring on the same site. I would personally expect that restore verifies that user may change idnumber + no idnumber exists + this is the same site and if all conditions are true then keeps the same idnumber.
