Steps,
1. Create a new assignment
2. Login as student choose to add a submission to above assignment
3. Press cancel on submission screen
4. Gradebook now reports 'Submitted for grading' even though nothing is submitted.

EXPECTED - It should not record anything if user cancels submission.
