Reimplement warnings of incorrect YUI module inclusion

      I tried to implement a JS warning about incorrect names for YUI modules, but because of an issue with the filepicker JS (MDL-38561) this had to be reverted.

      It would be good to get this warning message back in to the configFn once the filepicker JS has been fixed so this is a placeholder for that to happen.
