'Allow submission changes' action is not working

      1. Create an assignment in a course with multiple students
      2. Go to the grading page for the assignment and choose "Prevent submission changes" from the action menu in the row for any student.
      3. Verify that the status column for this student says "Submission changes not allowed"

      Description

      After preventing submissions changes in an online assignment where the student already submitted a text, when I try to allow submission changes clicking on the item the page is reloaded but there are no changes, I still see Submission changes not allowed and the actions menu link is Allow submission changes rather than Prevent submission changes
