Enrol users/Enrol cohort dialogues are inconsistently styled

    Description

      Steps to reproduce:

      1. Enrol both manual enrollment plugin and cohort sync plugin
      2. Go to the a course user -> enrolments
      3. Click the enrol users and enrol cohorts buttons

      You access both of these popups from the same page and they are inconsistent. Screenshot to follow.
