Replication steps:

1. Create a new fresh install of 2.4.
2. Create a course and add a SCORM activity.
3. Enter the SCORM activity.
4. A dialogue box will be displayed saying that there is a connection error with the LMS.

Further investigation found that enabling debugging will stop this error from happening.
