As noted in the META there are different issues related with tags:

• Set the tag component according to the core subsystems
• Add @_only_local to all the features that need it (@badges and cohort/tests/behat/upload_cohort_users.feature)
• Add @core to all core subsystems
• Add tags at plugin-type level
