Install the theme_simple from the Plugins directory and make sure it is listed as the add-on and not as a standard component.

In the patch 109cdf6bd801e5ce48c748195f8d054eb8055b44 it was forgotten to modify lib/pluginlib.php to mark theme_clean as the standard plugin.
