    Description

      In MDL-38596 coursecatlib gained a bunch of enrolment logic in order to implement a cache for course contacts. These functions need to be moved into accesslib where they belong so they can be reused.

      Candidates: ensure_users_enrolled and some get_users_with_roles($contextids) function.

      Low priority - it's too late to refactor this before 2.5.
