Fix redirect to course/section in paged mode when moving activities with JS disabled

This test should be entirely covered by Behat test very soon, if not already, please check with David

Test 1

1. Set a course with Course format 'topics' and 'One section per page'
2. Turn Javascript off
3. On the general course page, turn editing on
4. Make sure you're still on the main course page
5. Now do the following, and make you're redirected to the same page
   • Move, Highlight, Hide, Show a section
   • Use each action on a module (especially move to another section)
   • Edit course summary
   • Edit section summary

Test 2

1. Repeat test 1 from a specific section

Test 3

1. Repeat test 1, and 2 with course format weeks

Test 4

1. Do a smoke test with Javascript enabled, and/or multiple sections per page
