Cannot drag a block into an empty region using the theme "Clean".

      1. In case it's not obvious (switch to clean theme first!)
      1. Log in as an admin.
      2. Browse to a course.
      3. Turn on editing.
      4. Drag all the blocks from the left to the right.
      5. Refresh the page and check it is correct.
      6. Drag all the blocks from the right to the left.
      7. Refresh the page and check it is correct.
      8. Do some exploratory testing on pages with different layouts (supporting different numbers of block regions). On each page confirm that if there is a block region, it can have blocks dragged in and out even when it is empty.

      See comments in MDL-38898. There are reports that you are now unable to drag blocks into a region not already containing blocks. Its awkward but possible using Standard but appears to be impossible using Clean.
