mod/forum/lib.php should require_once mod/forum/post_form.php less liberally

      Description

      Noticed while looking at MDL-39449, mod/forum/lib.php requires mod/forum/post_form.php, which in turn requires our forms code.

      We frequently include module lib.php files at times where we don't need the post form - e.g. pluginfile.php.

      Dropping this requirement from lib.php means that we can reduce memory usage by about 300-400KB on every call to pluginfile.php and any similar places too.
