Non editing teacher does not see Badges link in course admin

    Description

      By default a non-editing teacher has the capability moodle/badges:awardbadge and they can be assigned manually to award a badge. However there seems to be no link in their course admin settings to do this - although if they go directly to the URL then they are able to award the badge. (This was noted when investigating MDL-39830
