Navbar disappears if user is enrolled in a course

      Description

      1. Create a new admin user
      2. Go to /course/index.php
      3. Note that breadcrumbs appear at the top of the page
      4. Enrol that admin user in a course as a teacher
      5. Go to /course/index.php
      6. Note that the breadcrumbs have disappeared

      Note that in integration as I type this, this also causes warnings.
