Numerical question in lesson - decimal fractions problem

      Behat tests provided.

      Prerequisites: 

      1. Download and enable the french language pack
      2. A new/existing course
      3. A teacher and students that have access to the same course.

      Testing instructions:

      1. Switch to the french language pack
      2. Login as a teacher
      3. Go to a course and create a new lesson with default settings and 'Allow student review' set to 'Yes'
      4. Add a new numerical question to the lesson. 
      5. Fill in the required fields. For the answer enter it as "3,67"(equates to 3.67) and save
      6. If db access is available, confirm the answer is stored as "3.67"
      7. Go to the edit - expanded tab and confirm the answer is displayed as "3,67"
      8. Edit the question from Step 4 and confirm the form is loaded with the answer showing up as "3,67"
      9. Login as a student S1
      10. Go to and start the lesson(from Step 3)
      11. Answer the question as "3,67" and submit
      12. Confirm answer is correct and displays as "3,67"
      13. Repeat 9-10 with student S2
      14. Answer the question as "3.67" and submit
      15. Confirm answer is correct and displays as "3,67"
      16. Select 'Continue' to end lesson.
      17. Select 'Review lesson' 
      18. Confirm textbox is disabled, answer is populated and matches "3,67".
      19. Login as a teacher
      20. Go to the lesson and the "Reports" tab.
      21. Click on the submission by S1
      22. Confirm the answer displayed is 3,67
      23. Switch to the english language pack
      24. Repeat 9-10 with student S3
      25. Answer the question as "3,67" and submit
      26. Confirm answer is invalid and the following message appears "One or more questions have no answer given. Please go back and submit an answer"
      27. Select 'Continue' to go back to the question page
      28. Answer the question as "3.67" and submit
      29. Confirm answer is correct and displays as "3.67"
      30. Login as a teacher
      31. Go to the created lesson
      32. Go to the edit - expanded tab and confirm the answer is displayed as "3.67"
      33. Go to the "Reports" tab.
      34. Click on the submission by S1
      35. Confirm the answer displayed is 3.67
      36. Edit the question(from Step 4)
      37. Confirm the form is loaded and answer is populated as "3.67"
