When "blocks editing" is enabled in the Boxxie theme, there is a fatal javascript error which prevents various javascript functionality (e.g. the file upload box never displays.)

To reproduce:
1. Select the Boxxie theme
2. Log in as admin, turn on "blocks editing"
3. Check the javascript console for a "Cannot call method 'all' of null" error

In a moment, I will attach a patch which fixes the issue for me. (I do not have shifter installed, so the patch does not included the shifter-compiled output.)
