I have recently taken over the development of the Moodle Association of Japan (MAJ) Hub project. It adds social features like voting, a download/upload points system and a leader board to the Hub. Currently there is some duplicate functionality and custom hub client for uploaders. We would like to reduce all that to a minimum and just take over where the existing hub leaves off.

To that end it would be helpful if the Hub local plugin published an event when a course was uploaded with information about the course and the uploader.
