Update SCORM files to provide updated markup to render TOC with YUI3

      The files locallib.php, loaddatamodel.php, player.php have to be updated to provide correct markup for gallery-sm-treeview.
      Also, currently the toc markup that is repopulated with AJAX call does not have selected organization in the title - launch url of the sco.
