Wrong encoding, when downloading CSV grading worksheet with Hebrew text

      1. Open Excel, first.
      2. Choose Data > Import > Select the CSV file > select UTF-8 encoding.
      3. File should open successfully in any Excel version.
      4. Update the grades and feedback.
      5. Save it as CSV with UTF-8 encoding.
      6. Upload it back to Moodle.

      1. Set language to any non-English language (Hebrew/French...)
      2. Navigate into an Online Assignment submissions page (Which holds submissions from several students And also make sure you enabled "Feedback Offline grading worksheet" on the assignment's settings)
      3. From the "Grading action" listbox, select "Download grading worksheet"
      4. Open the downloaded CSV file by clicking it. (Make sure MS Excel is used)
      5. Make sure it is readable in your local language - you might need to adjust the "list separator" in window's regional settings (it defaults to ";" in French).

      Note that:
      Hebrew MS Windows expects WINDOWS-1255 encoding for CSV files if we wish to open them correctly.

      Also, that exporting grader report grades to Excel (XLSX) works fine.
