Add ability to duplicate a course section

      1. Create a new test course size 'S'
      2. Enter the course newly created course
      3. Turn on edit mode
      4. Click on the section edit icon for section General
      5. The section action menu has a new option called Duplicate section with the copy icon
      6. Click the Duplicate section item, the browser is directed to `/course/duplicatesection.php`
      7. When it has finished duplicating the section you should be redirected back to the course home page
      8. The Topic 1 section is now a duplicate of the General section

    Description

      With minor changes, I have a weekly format of 6 entries. This goes on for at least 10 weeks. I would like to set all the defaults then duplicate all the activities in one week and collectively paste them into other weeks instead of duplicating and moving activities one at a time. It would be copy, then paste, paste, paste, paste, to populate the weeks and then I can then go into them individually make minor changes.
