      As pointed by Eloy in https://tracker.moodle.org/browse/MDL-38863?focusedCommentId=233064&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-233064 many MDLQA tests different features setting permissions overrides at different levels, a data generator will speed up those tests.
