Improve UI documentation for tool_uploadcourse

      1. Go to Admin > Courses > Upload courses
      2. You can use the attached CSV file, upload a course CSV file and generate the courses.
        => check that both page of the upload courses process has understandable help icon texts.

      The documentation of the tool to upload course via CSV should be checked.

      • Update inaccurate labels
      • Update/add help buttons
      • Check for consistency between help button and behaviour
      • An error message states "(don\t use comma-quoted as Moodle does not support it)", this is wrong!
