Enable setting "Show recent submissions" in mod_assign plugin

Create a course and assignment module with any submission type

Add "recent activity" block to the course

Open two browswer windows and login as two students enrolled in the course

Submit assignment as both students

Make sure students can see their own and another student's submissions in both recent activity block and recent activity report (linked from the block).

Accidentally discovered this while working on issue ~~MDL-40843~~.
Changing the setting "Show recent submissions" for mod_assign has no effect.
