Don't cause notices on phpunit runs without opcache

With the introduction of the opcache environment notice we had to start skipping optional environment checks that didn't return success.

At present we just detect the above situation, increment the assertion count and continue. It'd be nice if there was some way to add a notice to output that didn't involve skipping any remaining assertions or failing the test.

Something in between pass and skip really.
