Testing Instructions:
1. Create a course with a fixed group mode.
2. View the course and turn on editing.
3. Hover your mouse over the group icon and make sure you get a useful tooltip.

If you create a course with a fixed group mode and then turn on editing you'll notice that the group icon doesn't have a tooltip, and when using the standard theme is slightly out of alignment.
