      Issues to be resolved:

      • lang menu caches is s till using php file in cache dir - move to MUC
      • use revision to make langmenu + string caches clustering friendly
      • migrate to class loader and new 'core_' for class names
      • improve performance by eliminating hacky resets when invalid stringid used - develoeprs MUST learn to purge all caches or disable $CFG->langstringcache in config.php
