Allow teachers to embed files when manually grading questions

      Note: Test on Boost and Clean.

      1. Create a quiz.
      2. Add an essay question.
      3. As a student, attempt the quiz.
      4. As a teacher, review the quiz attempt, and use the 'Make comment or override grade' link.
      5. When writing the comment, insert an image in your comment.
      6. Verify that the comment + image is saved and re-displayed correctly.
      7. Verify that you can edit the comment again, including changing the image.
      8. As student, review the quiz attempt, and very that you can see the comment including the image.
      9. As another student, attempt the quiz again.
      10. As teacher, go to Quiz results -> Manual grading, and use that method to comment and grade the attempt, including an image.
      11. Then go back and edit again, and ensure that work.
      12. As student, review the quiz attempt, and very that you can see the comment including the image.

    Description

      When manually grading and commenting on questions, teachers can use the HTML editor, but without the filepicker.

      If we allowed files here, then it would open up opions like oral feedback.
