AICC package restore failing due to change in structure

    Description

      We changed the way the TOC generated in 2.4 and this caused some problems with AICC (see MDL-37393) - This means that data in the scorm_scoes table is incorrect and the backup/restore can generate invalid data (as it was stored badly previously)

      it would be good to implement some form of check to allow the data to be restored correctly
