Extra blank rows shown in Assignment Submissions screen and Participants screen

      For the assignment submissions issue, changing the 'Assignments per page' setting to 'All' fixes the issue. However, changing it back to 10 or greater makes the issue appear again.

      Assignment
      1. Create a course with fewer than 10 students enrolled.
      2. Create an assignment and view the submissions.
      3. Ensure 'Assignments per page' is set to at least 10, but not 'All'.
      4. Notice there are no extra blank lines drawn to make up the difference between the requested assignments per page, and the actual submissions available.

      Course Participants
      1. Create a course with fewer than 20 student enrolments
      2. Go to the course participants screen
      3. Notice there are no extra blank lines drawn after the final participant, up to a combined count of 20 rows (not sure if the 20 is a configurable setting).

      Currently, extra blank rows are drawn in the Assignment Submissions screen if the 'Submissions per page' setting is greater than the number of submissions. This also happens in the course Participants screen where the number of participants is fewer than 20.
