Participants Page: 'Inactive for' filter is not saved between paging

Steps to reproduce:

1. Go to a course with some students enrolled
2. Go to particpants page
3. Select 'inactive for more than' to 1 week
4. Page through the list (e.g. select page 2, or choose a firstname filter)

Expected result:

• The existing filter 'inactive for more than' is respected

Actual result:

• The filter is reset to default.
