Sections can be Dropped Above First Section ("Zero Block")

      1. Within a Moodle course with several sections, Turn Editing On
      2. Select the drag handle for a section, and drag it above the first section (also sometimes known as the zero block). As noted in MDL-41682, the drag may fail on the first attempt. If so, try again.
      3. Drop the section above the first section.
      4. "Loading" gif is displayed, and when editing is turned off, the change is not saved.

      If possible, we should avoid sending the first section to the Lightbox init along with the other sections.
