Clean / Bootstrap theme: Gradebook rows are mis-aligned when static student column is enabled

      • Test the following on Clean, Standard and some other themes
      1. Go to the grader report settings (Home / Site administration / Grades / Report settings / Grader report)
      2. Enable the "Show ..." settings
      3. Enable "Static students column"
      4. Go to a course which contains a few gradable activities
      5. Navigate to the gradebook (Grade report) and turn editing on
      6. Make sure that the cell containing the student name is aligned with the cells containing the grades
      7. Repeat without the "Static students column" setting

      To reproduce:

      -Enable the static student column on the site admin grader report setting page
      -Navigate to a course with multiple students
      -Click "Grades" to view the grader report
      -Turn editing on

      The grade rows are larger (taller) than the static student rows. After about 10 rows, the alignment is off by a full row.
