Make default completion tracking selection an admin option

      • After installing the patch, make sure to visit notifications to be prompted to save the setting
      1. Turn on site wide completion tracking (enablecompletion) and completion tracking in course settings.
      2. On the advanced features admin setting, select a value for completiondedefault.
      3. In your course, create a new activity (such as assign), and verify the default Completion tracking value matches.
      4. Go back to the admin settings, and select a new value for completiondedefault.
      5. Once again create a new activity in a course and verify the default Completion tracking option.

      Assuming activity completion is on, it defaults to "Students can manually mark the activity as completed".

      In MDL-34447, Sam explains why they feel it should be that way, but I truly believe that this is a paradigm type item that should be configurable on a site level.
